I was walking down Locust today during lunch and noticed a group of men smoking cigarette's and e-cigs. I immediately called the police but did not see a squad car arrive.
I considered performing a citizens arrest, but then acknowledged that responsibility for one's environment rests on Government, and Government alone.
My question is, does Walnut Creek have a direct number to their SWAT Team? If not, I'll have to report the next violation to the Federal Department of Homeland Security.
